I tried to suggest to my local public library system (which I work for) to consider purchasing the Kindle edition manga adaptation to "All You Need is Kill", being published by VIZ Media here in the USA, and making it available via Overdrive Media, but apparently that's not possible at this time; The collection development person did tell me that the library was investigating a number of digital eManga vendors for consideration of the future digital delivery of library-owned manga, which I think would help discourage people resorting to scanilations.
